Part One: Overview/Feasibility
I recently considered purchasing a new car and log onto
www.edmunds.com to shop prices of mid-sized SUVs. I selected my first choice and below
the technical data a list of alternative vehicles was provided. I surfed through the
information on features, reviews and cost and discovered a hyperlink burred deep
within the site on a comparison table titled, "True Cost to Own." I click on
this link and was shocked to discover the least expensive vehicle cost more then the
most expensive vehicle over a five-year period. I discovered the gas mileage,
maintenance fees and depreciation varied greatly and in turn affected the cost of
ownership. Similarly e-learning must be viewed over it life cycle...

Time and Cost Estimator Tool
One of the most challenging aspects of web-based training design is
estimating how much time and money it costs to create custom web-based training.
Companies have used a variety of approaches. One technique uses performance objective
count. In this case every 5-7 performance objectives equals one hour of online
learning. Another company uses an ILT conversion rule of thumb, i.e. when converting
instructor led training to the web every 2 hours of instructor led training translates
into approximately one hour of online training or a 50% user seat time reduction.
Unfortunately we typically spend way more time and money then estimated on most custom
projects. None of these methods work reliable because they do not take into
consideration the nature of the content, design treatment or experience of the
